    A good article, even though many times it seemed to be repeating itself over and over. Are there any programs or projects that actually address some of the issues raised here? It is one thing to point out failures, but another more positive to research and find those areas seeing improvement. Do you expect the government to do it, or private capital? ARE there any programs providing hope to stop the brain drain-? 😀
